Note about changing the design of the pseudo-class button: I think that the color and the placement of the current button is good, and it's not revelant to make it similar to the banner, because the purple color here only serves the purpose of visibility (the banner disappears when not editing a pseudo-class).
Management of pseudo-classes in paying editors
Webflow
In Webflow, the top section that contains the different editing tabs is sticky, as well as a Style Selector input. When clicking on the down arrow to the right, one can select a state, shown in green in the Style Selector input.
Framer
In Framer, they've opted for a seemingly more intuitive approach, although more limited too. They have a category reserved for visual changes associated with states. Only a handful of properties can be edited here. I haven't found a place where I could edit other properties.
