the code is not running on preview, only works when I export the website. Is this normal behavior?
yes it is normal, it would be all messedup because we would need to inject the code from head every time you modify it, then it could attach events multiple times etc. or maybe there is a way but i'm not sure how... you can add a feature request though
i guess if you add your JS as attributes on elements, e.g onclick="alert('test')" it may work when you are in preview mode (the eye or tab shortcut)
